My father designed the Telstra building and said it was limited with windows due to all the telecom wiring and equipment at the time of building in the 70's. I have an original photo which is interesting as there are no other buildings around it! At the time it was the tallest building in Perth.

what a useless renovation project. Umbrellas for cover that have to be put up every morning ( some can't even be put up because they are obstructed) and pot plants as a feature that are dying. You idiots. Such a great area with such great potential. Time to sell

The original plans were for a windowless building for reasons of energy efficiency, but representations by the technicians union resulted in the compromise windows being included. The huge foundations and the extremely thick floors (17 levels) were intended to support the cumbersome and heavy telephone exchange equipment of the time.
